In the municipality of Paracin an agreement for the construction of 15 housing units was formally signed

Monday the 12th July 2010 – On the territory of the municipality of Paracin the representatives of the Commissariat for Refugees, the Greek non governmental organisation European Perspective and the Centre for Social Work of the municipality of Paracin, signed an agreement relating to the contruction of housing units intended for social housing in protected conditions within the scope of the project "Support for Refugees and Internally Displaced Persons in Serbia."

The formal signing ceremony was attended by:  Mrs. Draga Trninić, the head of the department for the reception, care and humanitarian assistance of the Commissariat for Refugees, Mr. Saša Paunović, the representative of the municipality of Paracin, Mrs. Biljana Stojanović – Milenković, the director of the centre for social work and Dejan Jovanović, the representative of the mission European Perspective in the Republic of Serbia.  The project is being financed on behalf of the EU through the Delegation of the EU in the Republic of Serbia utilising the instrument of pre accession aid for 2007 (IPA 2007). The aforementioned project valued at 9.5 million euros for the time period of 2009 and 2010, has provisioned for the resolution of the housing concerns as well as for the economic strengthening of 1,200 cases of refugee and internally displaced persons.
 
The Commissariat for Refugees of the Republic of Serbia, in its role as the utilising institution of the project, in cooperation with the delegation of the EU and other implementing partners, has directed the aforementioned resources towards those municipalities and cities of the Republic of Serbia particularly affected by a prolonged situation of exiled and displaced persons.

Taking into account that on the territory of the municipality of Paracin there are approximately 1,500 refugee and internally displaced persons, alongside a large number of former refugees currently residing in a state of social dependency, it has been decided that the construction of 15 housing units intended as social housing in protected conditions be undertaken on the territory of the aforementioned city. The predicted investment value of the building amounts to 280,000 euros.
 
Over the past few years the Commissariat for Refugees, in association with international community, has provisioned for the construction of 64 housing units within the municipality of Paracin: 15 housing units constructed using the resources of the European Agency for Reconstruction, 12 housing units intended as social housing in protected conditions built using the resources of the Swiss Agency for Development and Cooperation (SDC), 17 housing units intended as social housing in protected conditions built utilising the means of the Stability Pact and 20 housing units built through individual initiatives using the resources of the UNHCR.

The beneficiaries of the housing units will be selected on the basis of criteria established by a commisison which in turn will be comprised of the representatives of the Commissariat for Refugees, the Centre for Social Work, UNHCR, as well as the representatives of the European Perspective.

At the signing ceremony Mrs. Draga Trninić thanked the Delegation of the EU to the Republic of Serbia for their support in the provisioning of lasting solutions for refugees and internally displaced persons and their assistance in the fulfilment of the prerequisite pre accession criteria for joining the EU.

The Head of Department for the reception, care and humanitarian aid also made mention of the cooperation of local governments and the Commissariat for Refugees, stating that the municipality of Paracin is a good example of the ways in which local governments should address the problems concerning refugees and internally displaced persons. The Commissariat for Refugees has offered its support for the persons in question providing 2,125,000 dinars from the resources of its budget and donating packages of building materials intended for the completion of works or else the adaptation of inadequate living facilities as well as donating grants aimed at the economic strengthening individual cases.
