Agreement on cooperation in the construction of prefabricated houses has been signed in the municipality of Kovin

On the 25th of January 2013 in Kovin within the project "Support to housing solutions for refugees, internally displaced persons and returnees in Serbia", financed by the Delegation of the European Union to the Republic of Serbia, an agreement on cooperation in the construction of prefabricated houses for a single families of refugees and internally displaced persons who were accommodated in collective center "Omladinsko naselje Cardak i kucice" in Deliblato and temporarily are accommodated in collective center "Centar TO Pancevo" was signed . Agreement was signed by Mnicipality of Kovin, Commissariat for Refugees and Migration of the Republic of Serbia and the Danish Refugee Council.

Signing ceremony was attended by Mr. Petar Andjic, Head of The Group for Normative Affairs, the Commissariat for Refugees and Migration of the Republic of Serbia, Mr. Blagoje Bogdanovic, Vice President of the Municipality of Kovin, Mr. Miodrag Jovanovic, coordinator of the program, the Danish Refugee Council in Serbia.

In accordance with the National Strategy for Resolving Problems of Refugees and Internally Displaced Persons and the efforts of the Government of the Republic of Serbia to close collective centers and improve the living conditions of refugees and internally displaced persons in Serbia, the goal of the project is to assist the Commissariat and municipality in finding solutions to provide accommodation for the remaining single families of refugees and internally displaced persons who were accommodated in collective centers "Omladinsko naselje Cardak i kucice" in Deliblato, and temporarily are accommodated  in the collective center "Centar TO Pancevo".

The aim will be achieved by building a prefabricated building in the municipality, the gross area ~ 102 m2, which contains four independent living units approximately 24 m2 per living unit.

European Union Delegation in the Republic of Serbia has provided funding for this project which will be implemented by the Danish Refugee Council with the support of the Commissariat for Refugees and Migration of the Republic of Serbia and the UNHCR. Municipality of Kovin determined the land, appropriate infrastructure, and as the investor acquired the necessary technical documentation for the construction of prefabricated building.

In accordance with the valid regulations, Municipality of Kovin will be owner of the housing units, with all the rights and obligations resulting therefrom. Prefabricated houses is intended for the socially vulnerable refugees and internally displaced persons and users will not be able to gain the right of ownership.

Beneficiary families will be identified through a selection process conducted by a joint committee for the selection (consisting of the Commissariat for Refugees and Migration of the Republic of Serbia, the UNHCR, municipality of Kovin and the Danish Refugee Council) based on pre-defined, accepted and published criteria.

In the Municipality of Kovin 62 housing units have been built so far with funds from the international pre-accession aid, of which 80% is intended for refugees and internally displaced persons and 20% for local vulnerable families.
