It is designed to provide non-refundable financial assistance to refugees, internally displaced persons and returnees on the basis of readmission agreements.

The programme is conducted in cooperation with the Commissariat for Refugees and Migration of the Republic of Serbia and the Office for Kosovo and Metohija of the Government of the Republic of Serbia, as well as the partners – HELP, ASB, Danish Refugee Council and UNHCR.

Regional Housing Programme is the joint initiative of Bosnia and Hercegovina, Croatia, Montenegro and Serbia for the solution of permanent problem of refugees and displaced persons after the conflict on the territory of former Yugoslavia. The RHP is one of the greatest donor initiatives in the region. The EU is the main donor, and Serbia is the biggest beneficiary country. The RHP fund is managed by the Council of Europe Development Bank. Until now, the RHP donors have assigned 186 million euros of non-refundable financial funds in favor of 22 public housing projects which will provide housing solutions for nearly 8,000 vulnerable households. Most of the households are located in Serbia. In the period between November 2014 and November 2016, permanent housing solutions were provided for almost 3,000 families all over Serbia. Construction of four buildings in the village of Ovča began this year, with 235 flats, which is the largest single RHP project, while in Kamendin, Zemun Municipality 270 apartments are expected to be provided.
