The Republic of Serbia and international community provided assistance for refuges from 1991 up to 2001 through accommodation in collective centers and some projects of housing construction started, too.
As of 2002, in cooperation with international organizations and agencies, governments of several countries and local self-governments, the Commissariat for Refugees of the Republic of Serbia has started implementation of the programmes for providing durable solutions for refugees:
- dwelling units, funded from the budget of the Republic of Serbia;
- houses donated to the CRS (the Commissariat for Refugees of the Republic of Serbia) for accommodation of refugee families;
- donation programmes covering the projects of full construction, partial self-help and self-construction;
- purchase of rural farm houses;
- in kind assistance programme (building material packages) for self-help;
- apartment buildings for social housing in supportive environment;

- conversion of collective centers into homes for the elderly;
- social welfare institutions.
636 housing units (37,476.36 square meters in total) were funded from the budget of the Republic of Serbia for accommodation of 1,261 refugees. Out of this number, there are 256 dwelling units in Kosovo and Metohija which are not used by refugee population (Table No. 1).
